An Active Operator is a user with status=Active who can have skills assigned to them for validation. You can have as many inactive operators as you want—they don't count toward your limit. Admins who create work instructions but don't receive skill assignments also don't count as operators.
When you reach your monthly limits for work instructions or assessments, you'll be prompted to upgrade your plan or purchase add-on packages. Your existing work instructions and data remain accessible. You can also upgrade to the next tier at any time.
